"Mailto" Link Launches Multiple IE Instances

When I click a "mailto" link in IE6, about 60 pages pop up with the "mailto:blah@email.com" in the address field and I have done just about everything I can do to try and fix it, except formatting and re-installing the OS, which is Win XP Pro Corp. I have searches MS's site up and down to no avail on a solution to this problem. Outlook Express is my default email program in IE's settings, I have the latest signature files for my AV software, which is AVG 7.0, I have 're-installed' OE using the cmd prompt and that did restore it as my default email client in IE but did not fix this problem. I have searched Google Usenet and found one post asked by someone and he never got an reply. Has anyone ever seen this problem before or know a way to solve it? My goal is to have OE launch a new blank email with the email address of the "mailto" link in the appropriate field LIKE IT SHOULD! TIA
