Can a company force you to fill out their registration card in order to submit a mail-in rebate?

Ok, this rebate for a software product (clipart) requires...

1. The original rebate offer.
2. The UPC barcode
3. A piece of paper with my full name/address/phone and full name/address/phone of the place I purchased the product.
4. Completed registration card
5. Dated stored receipt

I don't want to risk not getting the rebate back so I am going to send it all but what can I do in terms of reporting this to a higher authority?

I've sent in my share of rebates and have never some across this type of requirement, I'm 😕
