Mail In Rebate, do they withhold check mailing until complaint is received?

I bought an inverter thing that plugs into the cigarette socket months ago from Fry's. It came with a rebate. Even though I shipped to a Fry's Rebate center, the complaints were handled through manufacture, so it must have been a joint rebate between Fry's and the manufacture.

Anyways, they told me "We have found that you did qualify for rebate . Your rebate will be mailed by end of the week".

This have happened to me more than once and it usually comes soon after calling in a complaint.

My question is, do a lot of rebate redemption places often withhold our rebates well past the stated timeframe until they receive a complaint?

It seems like they hold until i call a few times, and file a couple of complaints.

I had to call twice to get my $100 rebate from Palm. Finally arrived last Friday and the goddamn check was dated 2/10/04. I ordinarily don't even mess with rebates but $300 off a Tungsten C ($100 IR - $100 Palm MIR - $100 Staples MIR) was too good to pass up.
