Once you have Services for Mac. installed in NT server, you can set up volumes and printers that can be seen by Macs on the chooser. To make volumes, you can use the file manager (the old school one that originally came with Win3.x--start, run, winfile) and there should be a menu item for Mac file sharing--I think there might be a better way to get to this, but I don't remember off the top of my head

You can now see the NT server and the shares under Chooser (pick the AppleTalk zone you put your server into originally)
You can also setup shared printers for Mac. You need to make a user name (ie MacPrint) and give it permissions to the shared printer. Also, in Control Panel/Services you need to set "Print Services for Mac." to use that MacPrint accounted you created. And then you should be able to see printers in chooser as well.
To get Macs to see PC networks (ie Network Neighborhood) is a little bit tricker--you have to use a 3rd party program such as DAVE--but in my experience, it hasn't worked that well and has crashed more often than it has worked. On the other hand, you can set up AppleShare IP, which works very well (but is expensive)--where you can't see PC Networks, but you can share your Mac in a Workgroup where PCs can see you. In this case you can still see NT Servers under Chooser since you have Services for Mac. setup.
On the PC side, if you want to see Mac Networks, you need to either use the AppleShare IP Solution mentioned above, or install a 3rd party program such as CopsTalk or PC MacLan. For our network at school, we just have AppleShare IP and Services for Macintosh without any other software and that works just fine...
