Iam planning to build a machine and run Oracle on it.

What is better for me...a Pentium 4 or Athlon?

I am undecided about Oracle's hardware reqs...and does it run on Athlon 64?

Either will work quite well.

If you run a 64 bit linux platform on a 64 bit AMD 64 chip Oracle will scream.

Orcale?

I would suggest this:
http://www.sun.com/servers/entry/v440/index.xml

or this:
http://www.sun.com/servers/midrange/v490/index.xml

or this:
http://www.sun.com/servers/highend/sunfire15k/index.xml

Seriously though, I would consider A64 and Linux. Running Oracle on Windows is a pain as it basiclly has to install its own pseudo-Linux environment anyway. If you plan on running multiple Oracle components on the same box (db server, portal server, forms server, enterprise manager, etc) seriously consider dual Opterons. And get LOTS of ram. Oracle is fast, but it gobbles up ram in the process.
