My GF has been pining for a new macbook since the Sandy Bridge MBPs were released in February. She has a first gen unibody mac from before we met and it's beginning to show it's age. I want to surprise her for her birthday with a brand new mac this summer. But I want to buy a the baseline macbook because A. It's cheaper. & B. She has no use for anything higher. She does photoshop and final cut on her iMac. She only uses her macbook for browsing the internet and some light office work.(Where cpu is more important)

Yea, but the CPU isn't that important for what she is doing. Any of the Core 2 Duos would do just fine. My 11" Air does all those things just fine, and it is slower than the base MacBook.

Though the Sandy Bridge will be nice. MacRumors thinks that it will be soon, (I would guess before the summer, they always have a summer sale) the MacBook hasn't been updated in almost a year, and apparently the average is about 6 months.

Macrumors has the Mac Book Pro listed as a "buy - product recently updated". If current averages hold true we are about 150 days away from an update. So you'd be looking at September.

He is asking when the MacBook will be refreshed now that the MacBook Pro has been.

It'll be updated before the summer rush (I would assume). If it doesn't get updated before summer, it'll get updated by September.
