Macbook Pro Fan Profile

I have a 2007 17" Macbook Pro with a Intel C2D T7600. The junction temperature of the processor is 100° C. The Idle cpu temperature is 67° C and I have seen it reach 100° C when watching youtube before the fan maxes out to bring the temperature down in the eightees. That is hot. this is a 34 W TDP processor so why does it get so hot? One thing I've noticed with the Macbook Pro is the lag in response of the fan to the changes in temperature. Does the fan respond based on the cpu temperature or the thermocouples on the heatpipe and case?
