Mac stuff on pc?

i was wondering if theres something that lets you use mac stuff like Dashboard or the whole mac menu sort of thing...or do we need to just install mac?
 
there are XP mods... and besides, why do you need a second, larger clock on your computer that takes up more space? i haven't figured out that one (why people use a clock widget)
