mac specs: are they adequate?

Hi all,
You all have been very helpful to me in the past. I'm hoping that you can help me out again.
I'm decently knowledgeable about PCs, but when it comes to Macs I'm much more lost. I work in a school, and all of the computers in my classroom as PCs, which is good. Howver, my colleague next door has a half a dozen Macs. They are very slow, and we're trying to figure out why. Here are the specs, which appear to be the same on all of them:

CPU Type: PowerPC G4 (2.1)
Number Of CPUs: 1
CPU Speed: 700 MHz
L2 Cache (per CPU): 256 KB
Memory: 768 MB
Bus Speed: 100 MHz

Serial Number: G82376NPNAH

So is there anything about these specs that might suggest why the machines are so slow? They tend to freeze when you try to open or quit Safari. Several have Explorer and Firefox installed as well as Safari. Should we uninstall?
I'd ask the district's (one and only) computer guy but he is not very available, since he's in charge of every single computer in the district (5 high schools, plus district offices). It would be great if there was something we could do to get these computers running more smoothly without having to call him in.
What else should we be looking for, in terms of malicious software or whatever? And where do we look? I checked the software applications list and nothing jumped out at me as being bad. I can provide a list here, though, if that would be helpful.

They are old and slow, that's about it. Adding ram might help out a little bit, but I honestly wouldn't bother with a 700mhz G4 CPU installed. They are just outdated unfortunately.

The G4 processors are ancient. Upgrade to intel if you want to use modern web applications. It should run the old software just fine, but don't try to run anything new at all.

700MHz is about enough. They are old. Old, and slow. And crappy. No matter what you do to them, they will be slow. You can add more RAM if you want, and adding an SSD may help (it may not; the bottleneck even with an HDD may be on the CPU) but neither are worth it. Just get new machines.

Yeah, a 700MHz G4 isn't going to handle anything modern. About the only thing that you can do is to get the district to shell out for new machines. (Blood from a stone, I know.)

School: I see these apple computers cost $1200 and these dells over here are only $500...

Him: Yeah... well... Apple makes better computers...

School: Yeah... but we'll never have that kind of money...

Him: But we need new computers...

School: Well then use the dells...
