MAC OS X El Capitan - ghosting around text while scrolling

I have a macbook air with the latest el capitan. When I am scrolling (browser or finder) there is a subtle line of pixels around the images and text while the page is moving. Didn't notice this until now. Is there anyone having this issue?

That is more likely monitor specific than anything else.

I see that sort of thing on my external monitor when f.lux is active, but not with it off

Hold up your hand and wave it back and forth. Do you see trails behind it? If so you may have been exposed to a hallucinogenic drug.
