Mac Installer from Windows?

Is it possible to make a Mac installer from a Windows PC?

I make a Windows installer using Inno Setup and am looking for a way within Win XP to create a Mac installation. I do not own a Mac or any hackintosh.

Thanks for any tips.
 
I'm not making software per sea, rather I'm making custom maps that get installed into a working OSX map viewer application. Currently doing this with that software's install utility, bit clunky compared to the Windows .exe installer. Double-click, EULA and wait until the finished dialog appears.

Looking for a way to do the same thing on a Mac without owning a Mac.
 
create a virtual machine using virtualbox + one of the hackintosh distro images.

You then map a physical USB stick to the VM and follow the copying procedure by mounting a vanilla Snow Leopard disc.

The flavored OS X distro was only so that it would install in Virtualbox.

That's how I did it -- it worked perfectly.
