Mac Data Transfer

Anyone know if any way to transfer data from one external HD to another external HD that are both formatted with the MacOS file system. Any program that would format + help me transfer the data would be helpful. The issue is that we are using a PC to do this since no one else I know has an Apple Computer.
 
I use a program called HFV Explorer to transfer files between my main computer and a Mac, but the Mac is an ancient 1990 machine that uses System 7. I don't know if it works with the modern Mac OSs.
 
Ah, darn 🙁 Yeah, hopefully we can borrow a mac tomorrow for this data transfer...the magical thing will be that I don't know anyone with one...
