Not to mention this state is just odd, state sets insurance prices and crap. Get a ticket your insurance goes up 14% since you go up 2 steps.
 
The only way I'd write a seatbelt ticket is if it was an unbuckled child or someone was being a major league asshole. Other than that it's your own personal safety...just don't expect me to be the one scraping your carcass off the street.
