M7NCG / Duron 950 problem

So I got a Biostar M7NCG 400 Version 7.2 from Newegg.

It is of note that the board was refurbished.

I pop in my known good Duron 950 with a stick of PC2100, it won't boot. The keyboard lights blink, but that's it. No POST beep, nothing. I take the stick out and boot, and the beeps one beep over and over, indicating a memory error. I pop in a stick of kingston, same thing as the PC2100 stick.

The JCLK3 jumper is soldered over. Should I change this? Help please!
