M7NCD Pro PROBLEMS ***SERIOUSLY HELP***

I just finished building this comp, being me I was all excited to start the baby up and install all my shizzy. WELL....i plug in the power and this incessent high pitch noise starts going off and I have no clue what the hell it is and not only that the comp doesn't even frickin start. in fact i just got all my stuff today from NewEgg. I need some serious help. Here's the exact configuration im running.

CPU: AMD Athlon XP 2400+
Mobo: Biostar M7NCD Pro
RAM: 1 GB Corsair Value RAM
HDD: Western Digital 80 GB
Power: 400 Watt Allied power
Vid: ATI Radeon 9500 Pro
Sound: Sound Blaster Audigy Gamer-X
HELP!!!!!!

How's your power supply?

I have 400 watts, but i fixed that noise. Now it just wont recognize the CPU for some reason. Im gunna try a load of things today.

Welcome to AT, by the way.

I suggest you start simple. Have nothing but your video card in the expansion slots.

Have you cleared CMOS so you know you're starting with a basic config?

Did you try to flash BIOS and it got all dorked up?

you need to have 1 stick of ram in as well to test
