M2V video playback is choppy

I'm tring to figure out why playback of .M2V files is so choppy on my PC. Playback "stutters" taking nearly 3x as long as it should to playback due to all of the stopping Windows 98 SE & Windows XP Pro exhibit the problem. Playback in ATI File Player & MS Windows Media Player. Tried with several different M2V files. The issue goes away if I reboot and playback the file before doing anything else of the system. But if I do even a light task like email check before playback the stuttering returns. I've got loads of free disk space and 256MB RAM so there should be enough resources. What do you think is the problem?

codec issues? m2v is mpeg2... WMP never worked right for me w/o an external codec (but the codec i used didn't display things right unless in full screen). I dunno about ati's player.. but I just used my dvd software to lauch m2v files.. works flawlessly.
