I've seen another one of these "impossible" objects. It was a similar one with "piping" that runs all over the place. The trick is that the illusion only works from a certain perspective. If you move, you'd notice the gaps where the piping (in this case, the staircase) is suppose to connect (but looks like it does from that certain angle).

I'm sure this uses a the same trick, as he says the picture needs to be taken from "exactly the right place". I would guess the gap would be right most part of the staircase (where the little gazeblo thing is).
