Turbo Mode is essentially a way of increasing clock speeds WITHOUT increasing power consumption to unacceptable levels. It's also a way to ensure a quad core is as fast or faster than dual or single core CPUs in all scenarios. It would make marketing/segmenting easy as ATM, dual core vs. quad core isn't so clear.

In reality, it won't matter. Havendale is REPLACED by Clarkdale so its really the same thing for people wanting IGP systems.
As for the IGP, I don't think it'll be terrible as people think. Those who wants best performance still won't be satisfied of course. The way I see it the IGP in Clarkdale compared to G45 is akin to going from Extreme Graphics 2 to GMA 900.
