LSI22320-R scsi card hangs after post

after posting and it gets to the part where it accesses the scsi card, system hangs and scsi card has a steady blinking green light. anyone know why?
 
i have removed all attachments and cards in the system to test the card, meaning theres nothing there but a video card. nothing attached to scsi card either.

yes, have tested with one ultra320 scsi hd with terminator, and no difference.

i don't even see the card listed at post. it just hangs when it tries to access the card.
