Lowest overclock on a 1900XT?

Ok, there's been a few threads about highest overclock but what about lowest? I'm curious as to whether or not anyone has gotten the "bottom of the barrel" batch of XT cards. The reason I ask is because I tried overclocking an XT and I can't even get 650mhz core clock speed without artifacts or a crash. It's very odd. I might be doing something wrong but I may just have a low overclocking card. I've increased the voltage to 1.425 in ATI tool and still no go. So I've settled with 625mhz core and 725mhz memory until I can figure this out.

So, how low have you guys gone?
 
My XT also sucks at OC'ing. Numerous time I've tried to run it stable at XTX speeds, and even with an Accelero cooler, it eventually freezes in a game, so I've settled for stock clocks. With increased voltages I might get better results, but that's not an option for me unless I go watercooling. Still, given that I paid $100 less for 5% less performance, it's not a big deal to me.
