Lowest common denomitator video format

I want to publish some videos, but want to know what format is best.

Absolute requirements are that they be viewable on PC (Win 2k and XP) and Mac (OS X) and that only standard OS components be installed.

Downloadable CODECs, real player, Quicktime for Windows, etc. are not acceptable. The PCs are installed across multiple institutions with varying software installation policies (the general policy being nothing that does't come as part of the OS, or recognised industry standard productivity tools).

Currently, compiling into Flash with an integrated video codec, seems to work reasonably well on most machines (although there are a few without flash).

However, is there a standard format that will play in IE / safari / firefox without additional software? I've already tried MPEG 2 and 4 (don't work on Windows), Windows video (doesn't work on Macs), DivX (doesn't work at all).
