Lower VCore=Slower Speed?

I am just wondering if I am running a 1.2 AMD with 1.65VCore, does it necessary mean that the CPU speed will be running a bit slower since it has less voltage? Right now, the sys is perfectly stable.

Raising and lowering Vcore does not speed up and slow down the CPU, it improves the signal to noise ratio of the system signals and allows the system clock to be sped up without introducing errors.
