My Windows Experience Index Processor score after a fresh install was 6.7 before driver installation, after driver installations its reduced to 3.2.
Did a windows reinstall again and the score 3.2 remains, I`m guessing its a faulty driver.

Uninstalled:
Intel turbo Boost monitor and Intel management Interface

Processor score reaches 5.0. Still not at 6.7 which i got before any driver installation at all.

Any Recommended tool to check throttling and other proccessor problems?

What type of CPU is it? BTW WEI scores are pointless.

Is you system running slower than usual? Download CPU-Z and Realtemp to monitor your CPU.

Those WEI scores dont mean jack!!!!!!!!!!

Explain this. My dad on Win7 used to get 360mbps, then its health went to 96 percent and transfered like 285 or 300mbps. His score was 7.5 ... My score was 7.3 , I am 541mbps .... with 512k sector. and got 7.3 . However at that time even with my q6660 my rig was much faster then his. Boots up soo much faster launches apps faster,, and is noticably much faster, but I get . Also firmware updates speed up this thing to have one of the highest seq read on single SSD. anyhow, let me know. gl

It turns out that the the cause is not the drivers, its Hardware. Ive thought i had a problem with my power adapter, error message shown below, (I actually tried another adapter it showed the same error message shown below,so it wasn't the power adapters fault), but never bothered to find the cause coz i charge to 100%(a bit of twisting, force and reconnecting the adapter a couple of times usually fixed the error message,Now even that doesn't seem to work) and disable battery charging from dells panel. I mostly run on AC power. Just realized that it actually effects CPU core clock.

CPU: Corei5 @2.4 Ghz

Without AC connected.

The message i get when i plugin my AC adapter.

With AC Adapter:1.2Ghz

Essentially, i cant charge my Laptop, coz from a bit of googling i find its most probably the solders came off and Power jack is loose on the motherboard.
And i cant operate it on battery coz i cant charge it.
On AC my my core clock is @ 1.2Ghz.

It seems to be a very common problem with dells.

No warranty. So dells service center wont help me.
The suggested fix seems to be to re-solder 9 or so power jack connectors on the motherboard.
I haven't done a tear down before, and it seems like i have to take the entire thing apart to get to the Power jack.
Posting links which might be useful for anyone having the same problem.

To temporarily Bypass the slower clock to get the core clock back to normal, use an overclocking tool to change the multiplier back to normal.

Disable Intel Speed Step from BIOS.

You need to use a bigger power supply for the laptop. Otherwise the CPU will throttle to keep up with the limited power availability.
