Low Voltage

i have a Tyan Trinity 450 S2507 and in the CMOS under PC Health it lists low voltage settings, and i wondering if that is the reason why i cant load any ATI card into this board without problems in windows xp. (not that i dont have problems with other cards, just real bad ones with ATI)
here are the listsing:
VCore 3.26v
2.5v 1.70v
3.3v 3.14v
5v 4.85
12v 11.64v

there are no fluctuations, always the same reading, the CPU temp and Fan Speed seem right and they fluctuate. the CPU is a P3 866 and i am not sure if that is the right VCore for that chip.
I have tried many different power supplies, like an Antec 300w and a Turbolink 420w, with no change, even tried different stucks of crucial ram, no change there either.
Is there anyway to get the volts back to their normal settings? anyone have any thoughts on why this would happen?
