Low voltage on 12V

Hi!
I recently bought this PSU:
Corsair 350W VS Series ATX12V v2.31 VS350 220V - S/N: [12427133000008090236]
And the following problem arised:
1) On the Asus P5VD2-x Motherboard, it claims that there is a voltage problem, during post. I then enter the BIOS setup, and I can see that the 12V line is actually with a throughput of 9.69V (on red numbers)
2) On the Asrock Motherboard, the voltage stays at 10.29V, and the motherboard doesn´t give me any warning, however, the OS is really sluggish.

I would like to know if this is normal, or shall I request my provider for a replace of the part.

I´ll try reading it manually with my multimeter tomorrow and let you know the values, I don´t have it with me now 🙁
However, I´d like to know, in case it is outside the "11.4 to 12.6" range I can ask for a new PSU?

Hi Gillbot,
I measured the voltage with a voltmeter, and it gave me 10.30V aprox.
This ensures that there is a problem with the PSU?
