low system resources!!!

win me-yeah i know, i have a crappy os- i had 2 programs running amd it started freezing up on me and after it locked up on me and i got it unfrozen it was at 12%. i tried msconfig already, still no luck, please help!

What OS 95\98? What do you have running at startup and what is in your system? More info please.
