Low power use on idle PC, decent CPU speed?

I don't care whether it's AMD or Intel honestly... my goal is to have a machine that runs lightweight on the power consumption and has enough beef behind it to power SQL 2008, Windows 2008, and Team foundation server. It will be my development box/backup box, and probably stored in a closet or something.

I'm open for any build ideas, the only thing I know is that I want it to perform *decently*. It doesn't have to be an amazing machine, just enough so that I can maintain source code and do backups, as well as play around a little with AD and stuff.

Something like an i3 would probably be fine and the Nehalem architecture's power-gating will ensure low idle temps. An i3 will also let you ditch the need for an onboard GPU, further reducing power usage.
