Check your temps and make sure you don't have intensive stuff running in the background.

Clean your PC, it may be full of dust. I had this same problem before.

Temps are good about 70C but it is hot in my room. But my GPU Usage is kinda weird, it jumps from up to down in graph in MSI afterburner

As others said start by cleaning the rig, it does not seem like dust is your problem, but it can't hurt. Update all drivers, disable any unneeded startup applications. If that still does not help I would seriously consider reinstalling windows. If you are on Windows 10 you can use the Fresh Start, install Overwatch and see if that fixed the problem, if so and then start to reload your other software.

70'C for his CPU.
What is the temp of your GPU ?
I had that problem with my previous video card, the 760. Once I cleaned the dust out and made sure the fans on both my CPU and Video card could spin freely, I no more problems with it.

Is this after a clean restart or after the PC gas been on a while. Windows 10 seems to eat my CPU cycles and performance can suffer after a while but a quick restart refreshes it and it goes away. By after a while I mean like when my PC has been on for a few days at a time (it is also my plex server so I leave it running when I'm not gaming etc).
