low performance gtx 550 ti

hello guys ... I'm probably very new to this. I used to have a sparkle geforce 9500 gt gpu. I've decided to upgrade my gpu as it doesnt support the latest games.I've purchased a zotac gtx 550ti igb gpu.Since then my problems have started.The latest games were not performing well at all.There is lagging everywhere and it is getting stuck evrywhere.Games like f1 2011 gave 17 avg fps(on low setting), nfs the run gave 8-9 fps(on low setting) etc., I thought my old psu(frontech 450w) was the problem and bought a new corsair cx600 psu. Even then the situation didint change. The new gpu is not even performing like my old 9500 gt. I'm a gaming enthusiast and I'm not satisfied with my gpu perfromace at all. I even tried putting additional 2 gb RAM but even that didnt help. Is my cpu bottlenecking my gpu or is it something else??PLS help me out guys....
My system specs are ...
Intel dg41rq motheroard
intel core 2 duo E7500 2.93 ghz processor
2 gb ddr2 ram
Corsair cx600 600w psu
Zotac nvidia geforce gtx 550ti 1gb ddr5 gpu

you should verify with something like CPUz and GPUz if your parts are working at the correct specifications, also make sure you download the newest driver from nvidia website.

GTX 550 Ti + E7500 should play F1 2011 well over 30FPS average with high settings I think,

I have the very recent nvidia driver installed.. I installed GPU-z and the GPu averages 25 % while playing the game and the cpu averages 80-100 %. I was told that this indicates bottleneck.

is the CPU working at 2933MHz when loaded?
(run the game on windowed mode and leave CPUz open or something to see what it shows while running the game)

This may be part of the issue...

not for F1 2011, I tested the game with an E5400 at 3.2GHz (as fast as the e7500) and a 5570 and it was fine, more than 30FPS average easily, and no problems related to memory.

yes it is working at 2933 MHz when loaded .. I tested using CPUz
