Low Microphone Volume in Win2k

In windows 2000 the microphone volume seems to be very low. I've tried this out on two machines with the same results. In 9x the volume is fine, however when I switch to 2k the volume level becomes significantly lower. All the volumes are turned up to maximum.

Is there any sort of microphone gain or boost I can enable somewhere? With MSN messenger's make a phone call feature the volume is very low, barely audible unless I speak right into the microphone and yell. The audio setup wizard says my volume meter should go into the yellow areas, but it always stays in the green. Anyone experience this problem? Is there a solution?
