Low memory error, but I have plenty.. WTF?

All of a sudden tonight I am getting weird memory errors when I open a link to something. For example I am working on my Webpage on Homestead and I use a program that automatically loads called site builder. Well when I click import new file and error message pops up saying this "That window cannot be opened because your computer is running low on memory. Please close other applications and/or restart your browser and try again." I have 512Mb of ram and i'm running windows xp pro. I should not be having this problem and I never did until tonight. It seems like it's an IE problem because I havn't noticed the error coming up anywhere else. I barely have anything running. My task bar has 3 things in it. my sound icon, norton antivirus, and my lan connection. I've tryed closing and disabling them and it still doesnt stop the error. In task manager it shows me having 339mb left. What the hell is going on. I have 27 processes going but they on average only us 2-3mb. So that isnt the problem. Anyone see this before?
 
Maybe, it can not create enough swap file space to run the program. All programs in Win2000 and WinXp make use of the swap file. You can see the extra virtual memory in the Task Manager by enabling the "Virtual Memory Size" option under "View", "Select Columns". If WinXp can not allocate more swap memory, you may get this error instead of the "Increasing Virtual Memory ..." message.
 
Check your hard drive space, and temp directory. Windows will start to sh!t the bed when the temp directory gets a decent number of files (say several hundred or thousand) files in it, and since no windows programs seem to clean the temp directory when they're done this happens easily.
