Does anybody know where I can get a utility to do a low level format on Western Digital and Maxtor Hard Drives.

No such thing unless your talking about a 4+ year old drive. Now days all a low format does is zero out the data. The track layer or whatever you call it remains the same. Don't bother with those low-level utilities as they only waste your time.
