What does your server do for you? Looks like not a lot since the cpu you want is dual core. Most cpu idle very low and most of the power will be from other parts. I was looking at mini pc running a 9850h for around 300$ but I wonder what the new amd / intel chips will do in that price range. Yes your psu is most likely bad for your system. A titanium psu will use less power for sure

Efficiency starts at the PSU. I'll almost venture that what hardware you're running is irrelevant, if your PSU is not efficient. What's more, average ATX PSUs aren't really efficient at very low loads.

If you want very low idle power, you may want to go the PicoPSU route. Or buy a NUC (or equivalent, f.x. ASUS PN-series).

cool. thanks, i kinda knew that, but i have seen people that managed to achieve sub 10W idle using a low power atx psu plus simple motherboards ncpus, increasing efficiency that way. so far 26W idle is as low i can go. * running everything with negative offset and low speed and it runs fine...

Your PSU doesn't really have to be that low power. My Athlon 200GE-powered HTPC idles at 20-21W with a 550W gold rated Seasonic, and Athlons are apparently a bit more power hungry then Celeron/Pentium CPUs. I could perhaps shave a bit off by switching the two 80mm case fans off, but I feel better with minimal airflow through the case. With two fans, they don't have to run at any significant RPM, for noise reduction purposes.

My old Celeron G465 didn't even need 20W running full bore.
