Does anyone have this issue with witcher 3 in 4k? During cutscenes my GPU usage will be at 100% but around the world it'll be around 60%. I get much better FPS in cutscenes then I do gameplay. I understand cities.

If I put it into AFR I get GREAT FPS but flicker.

well why yes.. it is clearly the atom processor your are running, that 8400gs can clearly hold its own at 4k.
