Low FPS Stutters with GTX 770 and GTX 1070. Any thoughts?

I've had about 500 hours put into this game over the past year. The FPS was always great (constant locked 90). Then recently 2 weeks ago, everything started acting like it did in the video. I tried 7 different video drivers, and nothing helped. I decided to upgrade my GPU to a GTX 1070 - the problem remained back; FPS 60-120 with stutter.

I also tried ARMA3. In the past, I could stand on an empty map with the graphics on high at 60FPS, but no more. The FPS dipped down to ~23, even with the GTX 1070.

I'm so frustrated... any ideas that you guys that can think of that would help me? Thanks.

Since issue stayed with new gpu it's either a software issue, or a hardware issue. Since you have tried multiple games and drivers I'm leaning toward a hardware issue, possibly bad psu, mobo, or hdd.
 
I should also mention I have done three tests between the video cards on a simple mission I made in ARMA3. This mission involves simply spawning on an empty world and not moving the mouse but recording the frame rate:

GTX 770: 53-56FPS
GTX 1070: 48-51FPS

The 770 should not be out preforming the 1070...

I also did a complete system format on Sunday to no avail.

Like Rifter suggested, a power supply that is going out could be an issue.

How old is it, and what model? For that matter, what are your other components?

Under your task manager, is anything eating up your CPU power? Is it getting too warm and throttling? Are your fans clean in your system? Is your hard drive/ssd reporting good health?

It's tough to say from here why it is doing that exactly. Since you already did a clean install and still have the issue, then it is a hardware issue. PSU/Motherboard/CPU/hard drive.

Do you have a old PSU, or could you borrow one from a friend so you can test that first before diving into the more complicated items like the motherboard?

Fans are clean in this system, no dust or hair. I do have an extra PSU I can swap. I will do that now. Unsure if this is also a symptom, but randomly my mechanical keyboard's space button does not register with the PC (the keyboard is only 3 months old). I installed an old sound-card as well for fun just now, and the studdering went away for a little while, but came back after about 45 minutes, odd.

If there are any other tests you wish me to preform to help narrow this down, I would very much appreciate it. Thank you so far for your time.

Why are your CPU temps so high?

That is at the point where the CPU will begin to throttle.

This might also be an issue, that could cause stuttering. Why aren't you using AHCI for your SSDs?
 
I managed to re-seat the heatsink (with new thermal compound) and the temperatures have gone down to 50'C now. Stuttering SEEMS to have stopped, also ARMA3 runs at a steady 60FPS on ultra on an empty map. Unfortunately, I cut 6 hours into my sleep to fix this issue and cannot test for a prolonged period until tomorrow. After 10 minutes of playing Rocket League the temperatures went between 60-67.

As far as AHCI for the SSDs - I'm not familiar with the term. Do I have to format it in order to what you mention?

As far as your stuttering goes, you probably have solved it. Your CPU was constantly throttling its speed to reduce heat and not get damaged.

Just be glad you did that with a current CPU. In the old days, especially with AMD chips, your CPU would be a paperweight. For most people, if you see your Intel CPU temps go over 80c without overclocking, there is an issue with your heatsink or airflow.

Was your heatsink even making contact with your CPU at all? Even if it wasn't make great contact or was slightly raised, you shouldn't have hit that high of temperatures.

sounds like hardware lags, the most likely culprit being the RAM. could be ram going bad, or the mobo dropping voltage.

try a quick fix by upping the ram voltage slightly. (if it doesn't work, try upping the CPU voltage slightly, assuming you have overclocked; unlikely, but who knows?)

AHCI should have been the default factory setting for the H87 chipset board. That bios setting may have been switched to IDE mode, likely for WinXP ease of installation. WinXP needs an AHCI driver provided during setup, which requires a floppy drive. The work-around is to change the bios setting to IDE mode.
However, the newest/fastest SATA HD mode is: UEFI + GPT formatted boot drive + Windows 8/8.1/10.
