Low fps caused by HDD?

I was experiencing fluctuations in fps in league of legends, anywhere from 30-60, I knew something was wrong because my setup was more than adequate to play this game at a steady 60fps on high. I tried everything, until I decided to add another hard drive in and run league of legends off that. Upon playing league on the new hard drive (500GB SATA 5400rpm) my fps has been steady at 60, so this begs the questions, can a hard drive really cause low fps, and fluctuations in fps?
 
If the game is frequently requesting information from the hard drive, and the drive can't keep up, then yes, it could have an effect on the performance of the game.

Yep, pretty much sums it up. Also something to note as well; if the main hard drive is running several programs in the background this could also add to the issue. Also a heavily fragmented hard drive will cause these symptoms as well.
 
Fascinating.... well we are talking about Adobe Air here so I cant say I'm too surprised. I always ran lol from an SSD so I never saw this.
