Low budget silence?

My Computer is too loud! I want to make it silent w/o spending a ton of money. I'm planning on buying NMB fans(really Cheap). Does anyone have any suggestions for a cheap silent heatsink/fan, I don't care about performance as long as it is silent. Anybody got any other ideas on making this silent?
 
I have a few NMB fans...they are extremely quiet but don't push much air at all.
For HSF, I would go SLK + Panaflo and for case fans, either panaflo's or vantec stealths.

$6 = Huge ripoff.
 
Along the fan adjuster line of thought, if you want cheap, I'd keep the old fans and get a BayBus to slow them down. A $10 BayBus handles 4 fans. If you don't want to bother modding it into your front panel, just tape in onto the floor of your case on top of some insulating material.
