Low bandwidth networking options needed

I'm working overseas and am working with some folks to provide replacement network connectivity to our houses, replacing 33K dial-up modem connections.

We've thought about 802.11b, but I have my serious doubts, given the hilly terrain, tall trees and constant moisture.

Ethernet over power may be an option, but we have a lot of pole transformers. Will this work? I would apprecaite any one with experience here chiming in.

DSL over telephone lines sounds promising but expensive.

We run our own telco and power company so I have a certain 'give' most folks stateside don't have.

What low bandwidth (1 Mb/sec or less) options do we have? Something that works through all of the issues I mentioned above? Anything line-of-sight is probably out. Radio anything?

I doubt the powerline option would be cheaper than the DSL option. That seems to be the most promising thing, given your requirements.

Current state of Powerline would not do it.

Using the existence copper is a good idea.

One of the things to consider is Fiber optic through the Sewer system (I am Not Kidding) it is a solution used by few small communities.

Yeah, and just they idea of my network plugged into my flakely power makes my skin crawl.

OK, so what hardware do I need "server-side" (meaning away from the client)? Can you stear me towards a manufacturer?

Actually joking aside about the sewer - laying a couple of runs of fibre is a damn good investment w/ plenty of options for both voice, video and data multiplexing.
