i have a 2.8E GHZ p4 and the average temps are about 46~48 ~4400-4800 RPM (closed case). when i have my case open its at about 36C ~2800-2900 RPM. i have no case fans. i really want to lower the cpu fan rpm so its not as loud. should i buy a new cpu fan or add some case fans? i only have 2 slots for case fans. so am i limited to only putting 2 case fans? is it possible to add one intake fan in the front of the case if there is not slot for it to be placed?

Probably try some case fans. If you see a 10 C drop when you got your case open, you have some horrible airflow in there.

Here you go.
Put a case fan in the bottom fan mount, since there's that bent thing on the top, and cover the top mount with tape.
You could also try covering them both up first, and see if the PSU will do it by itself.

that metal part on the top was bent lateral to support the psu but it blocked half the psu fan so i bent it down.

I'd trim it up and un-bend it. After that throw two low RPM fans in there and you should see a decrease in noise.

If that's a 9600 you have, then we have the same exact hardware...including the motherboard. My temps average about 32C idle and 48C load. I have a side intake fan and a top exhaust. My HSF is a Thermaltake SLK947U/92mm fan with AS Ceramique.

yeh, that is a 9600. my average is about 40c. no case fans and stock cpu fan.
