Question Loud hum coming from GPU area. wav Sound and Pic related.

Here is my rig.
Gigabyte Aorus Gaming 7
8600k
EVGA 2080ti super ftw3 hybrid
psu EVGA 1000w supernova .

It does this from the moment its powered on. Even in bios. No fluctuation of sound during any type of load.
Doesn't affect performance. Temperatures are just fine.
Its just to loud to cope with. It sounds like that from across the room. Imagine sitting next to it.
** Removing the graphics card completely solves the problem. Ran onboard video just fine. It just doesnt seem like the GPU is the problem all by itself. The aio is not making the noise. Nor is the fan on the gpu.
Are these cards just THAT loud or what. It just doesn't seem right to me.
I have pinpointed the loudest part of the case its coming from. I did that by ear, then a unidirectional mic. Pic highlighted.
Any help you can throw me would be great cause ive never had a problem with any of my gaming rigs. And no one seems to be able to provide any info.
