Loud CPU fan ... Looking to buy a new one

Should I replace the FAN or the heatsink?

I have a Duron 900 (nothing special), but the noise is killing me.
I think I currently have a thermaltake (that's what it reads ontop of the fan).

I think that would work?

1 - What's with the speed? 3600rpm 1300rpm
The lower the speed the lower the noise, but I dont wanna toast my CPU cuz it's not cooling the CPU fast enough.

2 - Someone recommend me a CPU and heatsink (assuming I need a new one).

The gc68 should work just fine, provided that it will fit- watch out for tall capacitors near the cpu socket. You'll also need some thermal grease.
