He can foresee things, but not with complete accuracy. Think about the Palatiri and Galadriel's mirror. Even when they could literally forsee things, there was room for many interpretations of the images they saw, and the future is uncertain.

I think Jackson et al threw it in to give the roles of Elrond and Arwen more substance.

Elrond can fortell things in the book too, though it's not drawn upon nearly as much as in the movies. In the appendix concerning Aragorn and Arwen there is quite a bit of dialog between Elrond and Aragorn that makes it quite plain that they can both see the furture, after a fashion.
