If you have a real XP Home key (holographic sticker on your case, etc.), you can just copy/borrow any normal XP Home CD and reinstall it using your key. There are even places online that will sell you just the CD for $5-10.

If you only have an OEM license, you need a replacement disk from HP.

Sometimes the recovery info is on a seperate partion on the hard drive. Does the system still boot at all? Does it boot in safe mode? If it does, then you can see what is there on the other drive.
If it doesn't boot, you could use ultimate boot cd to see what's there or put the drive in another system.
I'm not familiar with how HP restore partions work, but if it's bootable change the bios to boot from it.

Try punching F10 at boot to access a recovery partition if one is available.
The code on the sticker should be good for any OEM copy of XP home.
