There is a group/company that makes software called "Advanced Recovery for... " they MIGHT have an outlook version. I believe it is just a brute force program - which means it uses either a dictionary with possibilties - OR it uses completely random strings of letters and numbers, depending on what you want it to do. I would recommend deleting outlook if there is nothing important, but if not, you will need to brute force your way :) Unless of course there are other more elite ways of hacking the program (I am SURE there are, but I don't know any) in which case this may be the wrong forum for you.

You have to check Microsoft support for the registry fix to do this.
If you've never messed around with your registry before get a technician to look at it.

Are you talking about your encryption or just the password to get your mail? If its the later, I would simply suggest calling your ISP - otherwise its hacking and thats a NO-NO here, and if its the encryption, doesn't that involve certificates (digitally signed) and I have no idea about them....:D
