lost my panels in gnome on RH 7.1

I just booted up my laptop in redhat7.1 using gnome w/ ximian desktop, and my panels are gone!
only my user account is missing them, my root account is fine.

I can't figure out how to add a panel when there isn't one to start with?

any ideas?
