lost HD space?!...

I recently reformatted my computer and reinstalled everything. I have 2 partitions, C and D. C is about 3GB and D is suppose to be about 23GB but windows only says it has 3.01GB. Where did all my space go? I went to FDISK and it says D is 23GB big so why doesn't windows see it? The only thing I did that might be a problem is that when installing windows, it couldnt find and active partiton so I have to set one using FDISK. Also a E partition was made somehow and I had to delete it but that was before I installed windows.
 
If I understand your post, you simply deleted partition E, without redefining partition D. All space previously allocated to E is unaccessible.

To regain that space, partition D has to be redefined by FDISK to use all available space, then formatted.

You should be able to use FDISK and FORMAT to redefine partition D without affecting partition C.
