I switched a user to an administrator to install something. Upon swiching him back to a user he disappeared from the XP loging screen. He's still there in the control panel and I can log in to the accound by pressing Ctl-Alt-Del twice. How to I make him show up again?

I think this is what you're looking for:
Control Panel > User Accounts > advanced > under Secure logon click the "require users to press Ctrl+Alt+Delete

Hope it helps :)

Thanks but no, I don't want people to C-A-D to log in - I just want their name and the little picture to show up so they can click on it.

Take a look here. It's actually the opposite of what you want to do, but you can work with it I think.

Per your link, check this value:

Go to HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Windows NT \ CurrentVersion \ Winlogon \ SpecialAccounts \ UserList \
If you want to enable this user again on the Welcome Screen, either double-click the Username value, and change the Value data to 1
