Losing Registry Settings

I am running XP Pro SP2. When I make a change to the Registry and then reboot the computer, I lose the changes I just made. They just disappear. Is it possible that the Registry is reverting to a backup somehow? Is there a setting somewhere for this?

Any help would be greatly appreciated.

What key?

Some portions of the registry are created dynamically each reboot.
Some (control sets) are also overwritten.

This is incorrect, any writes are based on the values security, not on if the user is an admin or not.

Yep, there are ACLs on registry entries just like in the file system. If you can write to it, it can be written.
