If I lived anywhere near that area, I'd make sure to leave a .22 sitting around (since there are no kids to worry about or anything.)

Screw messing with calling someone to catch it.
 
Have they even tried to figure out who the owner/breeder is?? Say the snake bites someone and they die, could the culprit who owned the snakes be liable for manslaughter/wrongful death charges?

Definitely (though the specific charge would depend on the level of their apparent negligence). They would also be strictly liable for any civil damages resulting from a bite.

I'm actually surprised this is not more common. Venomous snakes are readily available for sale (see this thread), and in my experience living with (non-venomous) snakes, it is hard to keep them in an enclosure.
