Tracerts never work for me... it always comes up as unreachable. Are there any ways or sites to look up the owner of a certain IP?

Like 66.194.6.x. I know the x changes a lot. On my webstats, a certain IP keeps hittng some password protected directories a LOT. I am just curious where it is coming from. They are from random last digit IPs, like 66.194.6.43, 66.194.6.54, 66.194.6.93 etc...
 
n0c hit the nail on the head. If you search on arin and it is an overseas IP, it will tell you. Then check which one it says it belongs to.
